The Energy Bank programme · not a bank
Energy, held to evidence.
Energinko is building an evidence layer for physical energy: a record of what is in the tank, the pipeline and the meter, who holds title to it, and what a claim on it may say.
No claim at any layer is stronger than the evidence and control at the layer below it.
Energinko is not a bank. It holds no banking or other financial licence, takes no deposits, offers no securities or investment, issues no currency or token and manages no one’s money. “The Energy Bank” is the programme’s name, and the name of the vision it pursues. Every institution it describes is a plan that needs licences and the acts of others.
01The founding idea
Three objects, never one.
The founder’s starting phrase was “energy as value, not price”. Taken alone, it leads to a currency. Made exact, it becomes three objects that markets already know, kept apart, and a record that joins them.
Earlier designs folded the three into one, and the idea kept turning into a currency. Energinko keeps them apart. Its contribution is the record behind them: a book that tags every quantity by carrier, grade and place, and admits nothing it cannot trace.
The unit
A physical quantity of a named carrier at a named place: a barrel of a named grade, within a published specification, at a named terminal. Each carrier keeps its own unit. Units of different carriers are never converted into one another for settlement.
The claim
In the design, a registered security evidencing a cash-settled balance or a co-ownership share in lots. It is the issuer’s credit, and says so. It is not money, and it is not a deposit. No claim has been issued or registered today.
The price
In the design, a public reference index, built from licensed public benchmarks and administered outside the arranger: published, never defended. No index is published today. The price informs the claim. It never becomes the unit.
02The architecture
Seven parts, each at its own stage.
The founder’s architecture is kept, with its banks turned into functions. Each part is described by its state today and by the gate it must pass before it does more. Apart from the Framework, which is the platform’s schema, none of these parts operates, holds assets or serves clients today; what follows is design.
- 01
The Energy Framework
The chart of accounts. Seven pillars: Asset, Application, Market, Services, Development, Cloud and Investment. Every asset, lot, instrument, price series and contract carries a Framework tag and a carrier tag, so one book can hold any carrier, anywhere.
Today: the platform’s schema
- 02
The Energy Cloud
The evidence layer and book of record. It turns certificates and measurements made by independent parties into evidence a claim can rest on. Today it is a specification and a procedure: each document set hashed, stored write-once and registered.
A procedure first; settlement grade at G3–G4
- 03
The Trade House
The origination desk. It begins by brokering niche product parcels between private parties under written commission agreements, screening each one and recording its evidence. As a desk it carries no cargo and takes no price risk. It trades for its own account only after an equity round and a bank’s written conditions give it a credit line.
Brokerage first; designed to need no act of state
- 04
The arranging function
The founder’s Investment Bank, redesigned as a function, not a bank. In the design it is an arranger and calculation agent with no dealer book, arranging for fees against attested evidence and never warehousing risk. It arranges nothing today, and will arrange nothing until the entity that performs it holds the licence its seat requires.
Plan: a licensed arranger, from G3
- 05
Reserve Custody
Custody of titled, segregated, inspected lots, to be held through licensed vehicles whose interests licensed custodians keep, never by the programme itself. Its reserve statement would be a count of those lots with their encumbrances, plus the cash the vehicles hold. Today it holds no lots, no cash and no in-ground reserves.
Plan: first lot at G2, in a private-title ground
- 06
PRISM
Carbon, kept apart from energy. Methane and flaring measurement, sold as data; later, a desk that holds and retires registry-issued credits. Verification sits outside, with no stake held by the programme. Carbon is never counted in an energy claim.
Measurement scoped at G2; desk at G4
- 07
The Energy Market
Four markets, to be used rather than owned, and only through licensed parties: primary issuance by title-holders, project vehicles and licensed vehicles; existing exchanges, reached as a client of a clearing member; insurance written by licensed insurers through a single vehicle with a published trigger; and, from G3, placement by licensed firms to institutions whose mandates allow them to hold a claim.
Plan: issuance by others from G3; listing from G4
Where a name contains the word “bank”, it names a function in the design, not an institution. No entity in the programme carries the word in its legal name.
03The evidence chain
From the tank to the register.
Attested energy becomes a registered claim only through a chain of evidence. Each link is made by a party with its own standard, and each is bound into the record by hash. Any figure can be traced to the document it came from.
- 01
Measure
A quantity is measured at a custody-transfer point, by a calibrated tank gauge or meter with a known instrument identity and calibration date.
- 02
Inspect
An accredited, independent inspection body, appointed by the contracting parties, issues its own certificate of quantity and quality. The inspector never signs into Energinko’s systems. The certificate is the evidence.
- 03
Bind
The certificate joins the document set: contract, nomination, bill of lading, screening record and invoice. Each document is hashed and stored write-once.
- 04
Seal
Each day the record closes into a signed root. Each quarter it is to be notarised outside the system. Anyone holding the evidence can check that nothing has changed.
- 05
Check
No quantity enters the ledger without its standard, instrument, calibration date, inspector’s certificate and hash. When evidence goes stale, every figure that depends on it becomes not calculable, and nothing can be issued against it.
- 06
Title
A lot counts only once it is segregated and a legal opinion confirms that a private holder can attach it. It is then held through a licensed vehicle, whose interests a licensed custodian keeps.
- 07
Register
Only then may a claim be registered: a security at a central securities depository, under a programme approved by the securities regulator, priced from a public index.
Today the chain exists as a written procedure, and in the platform’s demo as SHADOW records. No lot has yet been attested and no claim registered.
04The gated path
Six gates, opened only by evidence.
The programme moves by gates, not by dates. Each stage opens only when its gate’s evidence exists and someone outside the programme has signed for it: a title-holder, counsel, an inspector, a regulator.
- G0
Mandate or title
In a sovereign-title proving ground, a non-binding letter of intent from the title-holder, then its binding mandate, data licence, consent to publish and willingness to issue. In a private-title proving ground, a legal opinion that a private holder can attach a lot. Silence counts as no.
- G1
Perimeter
Counsel’s opinion on what each activity may lawfully do in its seat, and on title. Entity names cleared without the word “bank”. One holding formed, with every owner disclosed.
- G2
First attested lot
A first titled, segregated lot in a private-title ground, inspected by an independent body and held through a licensed vehicle. In a sovereign-title ground, reference prices registered under licence and run in shadow. A census, taken through counsel, of which kinds of institution could lawfully hold a claim. No one is asked to commit.
- G3
First registered claim
A licensed arranger, the programme’s own or a third party’s. An independent calculation agent. The first third-party instrument closed. The registry live, its claims not yet transferable. Attestation bodies constituted with independent trustees.
- G4
Transferability
The first listed paper, issued under the issuer’s own authority. Two independent dealers quoting under market-making agreements. A designated finality rule. An audited sanctions programme. Controls tested over a period of operation.
- G5
A second ground
A second proving ground opened. First lending where producers hold contractor entitlement, with the host state’s consent to security. The Charter, a model statute and rulebook a state may adopt, offered to one finance ministry under public procurement, as an option.
Each gate has a stop rule scoped to its proving ground. If a title-holder declines or stays silent, that ground stops. Nothing else does.
05Principles
What Energinko is not.
The limits come first, because everything else depends on them.
Not a bank
It holds no banking licence and takes no deposits. No entity in the programme carries the word “bank” in its legal name.
Not a currency
It issues no currency and no means of payment. A claim is a registered security, settled in cash. This is a red line, not a phase.
Not an offer
Nothing here offers securities or investment, and nothing here is advice. Energinko manages no one’s money.
Not a holder of reserves
It holds no in-ground reserves and claims none. A reserve is an evidence object and a legal control state, not a marketing number.
Not its own judge
It never certifies, verifies, registers or rates anything it arranges or trades. The price index is to be administered outside the arranger, behind information barriers.
Not a route to the state
It offers no access to, or influence with, any national energy company or state body. Its desk earns no fee for originating business with a state-owned buyer or seller.
Not beyond the rules
Every party, vessel, cargo and origin must be screened. No structure is designed to sit beyond sanctions, disclosure or supervision.
06The platform
Twenty modules, one governed core.
The Energinko platform is built to run the whole programme in one system. Every record the programme must one day prove is made by one person, checked by another, kept as an immutable revision and chained into an audit log.
- 01
The core
Identity, roles and segregation of duties, approvals, revisions, the audit chain, signed journals, files, parameters and events.

07The name
Energinko
Energy, joined to 銀行, ginkō: the Japanese word for bank.
The name carries the founder’s vision, not the programme’s status. Energinko is not a bank, and the path this site describes is not designed to make it one.
The emblem is a ginkgo leaf, drawn as lines of energy. The ginkgo is one of the oldest living tree species, often called a living fossil: its line reaches back to the age of the dinosaurs.
In Japanese, the bank and the tree share a first character, 銀, silver: 銀行 is a bank, and 銀杏 is the ginkgo. The English word “ginkgo” comes from an old Japanese reading of 銀杏.
